Description: test: raise connect_timeout for slow build architectures
 The non-valgrind connect timeout is only 3 seconds, which is too short on
 slow build machines such as riscv64: opening a fresh server connection and
 completing authentication can take longer, which made test_password_server
 fail with psycopg.errors.ConnectionTimeout on the p4l connection (long
 password from auth_file). Valgrind builds already use 20 seconds for the
 same reason; raise the regular timeout to 10 seconds so slow architectures
 get enough time as well.
